Creates a new #GtkTextChildAnchor. Usually you would then insert it into a #GtkTextBuffer with gtk.text_buffer.TextBuffer.insertChildAnchor. To perform the creation and insertion in one step, use the convenience function gtk.text_buffer.TextBuffer.createChildAnchor.
